Two decades of navigating complex policy and
high-stakes visibility.
Narrative Engineering Studio is built upon a foundation of rigorous institutional experience. Over the past 20 years, Olivier has architected communication systems for some of the world's most complex operational environments—from directing multi-audience public outreach and crisis communications for major North American labor sectors , to leading regional strategy for USAID across six countries in the Sahel.
His career is defined by his ability to align high-level policy with compelling human reality. As the Unit Chief for External Relations at the World Food Programme in the Democratic Republic of Congo, and through his leadership supporting the U.S. Department of State, Olivier has managed high-profile public engagement, directed strategic messaging, and built distribution architectures from the ground up.
Today, he leverages this insider knowledge to help public sector agencies, non-profits, and global organizations bypass bureaucratic noise. By integrating strategy, production, and distribution, he builds the end-to-end communication systems required to mobilize audiences and drive real-world impact.
